SUMMARY OF POSITION:

Responsible for performing tasks with a primary focus on talent recruitment, sourcing, selection, tracking, and placement, while ensuring that the organization is in full compliance with applicable employment laws and regulations. Maintains applicant tracking system (ATS). Performs duties associated with the current and forecasted workforce needs. Ensures that new hires are successfully on-boarded into the bank. Works closely with the Human Resources team in developing, implementing and evaluating ongoing HR policies, programs, functions, systems, and activities.

KEY ACCOUNTABILITIES:

  1. Determines current staffing needs and forecasts future staffing needs in conjunction with management team.
  2. Consults with hiring managers to define talent needs and create accurate job descriptions to attract talent.
  3. Manages recruitment efforts for all exempt and nonexempt positions, including:
    1. Collaborates with hiring manager(s) to develop recruitment strategy;
    2. Writes and places job postings on applicant tracking system and other applicable job boards;
    3. Participates and markets the bank in recruiting events/job fairs;
    4. Sources applicants by utilizing online recruiting sources, networking, and word of mouth leads to identify and recruit passive candidates;
    5. Reviews and screens applications.
    6. Conducts pre-interview planning meeting with hiring manager(s), as needed;
    7. Coordinates interviews with candidates;
    8. Interviews candidates to ensure the best match in the selection of candidates for open positions;
    9. Manages the selection, offer, negotiation, acceptance, and rejection stages;
    10. Conducts backgrounds checks and performs reference checks;
    11. Prepares orientation details;
    12. Ensures new hires complete required documentation.
  4. Manages on-boarding process of new hires into the organization.
  5. Maintains compliance with federal, state, and local law and regulations concerning all aspects of the employment process, including:
    1. Develops and maintains affirmative action program;
    2. Files EEO-1 and VETS-4212 report annually;
    3. Prepares diversity standard reports for designated distribution;
    4. Maintains other records, reports, and logs to conform to EEO regulations.
  1. Participates in the facilitation of monthly new employee orientations and quarterly new supervisor trainings.
  1. Coaches hiring managers on interviewing skills.
  1. Develops and manages recruitment campaigns, materials, and initiatives.
  1. Assists in evaluation of reports, decisions, and results of department in relation to established goals. Monitors HR metrics and recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed, including retaining talent.
  1. Keeps up-to-date on trends and market shifts in Talent Acquisition. Provides guidance and expertise to the organization on new and creative ways to bring in talent to the organization. Stays active in the Talent Acquisition community through groups and networking events.
  1. Participates in developing department goals, objectives, and systems.
  1. Establishes and maintains employee files and records consistent with Federal and State requirements and bank policy.
  1. Participates on committees and special projects as assigned by supervisor.
  1. Participates in various community events to increase the bank's visibility and strengthen relationships with the communities we serve.

REQUIRED EDUCATION:

A Bachelor's Degree with an emphasis in human resources management or business administration and/or PHR/SHRM certification preferred.  Course work/seminar attendance in the following areas helpful: employment law and interviewing and selection of employees.

REQUIRED EXPERIENCE:

Minimum three (3) years' experience handling employee recruitment, selection and orientation, or equivalent combination of education and experience required. Successful recruiting experience through social media is desired.

REQUIRED SKILLS:

Must possess strong verbal and written communication and presentation skills (good punctuation, spelling, grammar and attention to detail a must); the ability to analyze and present facts and recommendations effectively in oral and written form; strong math skills with high degree of accuracy; strong organizational, analytical, and problem-solving skills; strong sales skills; strong follow-up skills; and strong interpersonal skills with a service orientation. Possesses knowledge of EEO, AA, FLSA, and related federal, state, and local labor laws, along with the ability to interpret, analyze, and explain them to managers and employees as needed. Possesses the ability to develop an awareness of the key responsibilities and requirements of different positions within the bank. Must have a clear understanding of the bank's strategic objectives and ensure operational alignment. Must be able to juggle multiple priorities to meet established deadlines. Must demonstrate proficiency in operating office equipment including personal computer, calculator, and copier/scanner/fax machine.  Must have strong computer skills and the ability to learn new systems.  Proficiency in Microsoft Word, Excel, and Publisher, in addition to multiple social media skills, is required. Possesses a valid driver's license.
