Comprehensive Benefits Package plus Bonus


Performing daily, weekly and monthly tasks in support of the bank's BSA and OFAC compliance programs; preparing monthly reports; responding to or referring inquiries; coordinating necessary follow through with customers and/or staff; and, demonstrating a commitment to community involvement.


  1. Maintains knowledge of laws and regulations, including federal regulatory circulars and examination guidelines specifically relating to the Bank Secrecy Act (as amended by the U.S.A. Patriot Act), including mandatory Customer Identification Program ("CIP") (collectively "BSA") and OFAC. Attends external training (at least annually) specifically relating to BSA and OFAC.
  2. Performs duties in support of F&M Trust's Anti-Money Laundering program, specifically including:
    1. Performing daily review, monitoring and analysis of various reports and transactional data to identify suspicious activity including: unusual customer activity, large currency activity, kiting, significant changes in balances, cash structuring in deposits, loan payments and certificate of deposit purchases, wire or ACH transfers, monetary instrument sales, new account openings, etc.;
    2. Recommending corrective action in accordance with program;
    3. Monitoring Money Service Businesses ("MSB") for compliance;
    4. Recommending confirmed suspicious activity to supervisor for government reporting;
    5. Documenting all suspicious activity alert reviews and case referrals for further investigation.
    6. Reviewing account opening reports for CIP compliance and accuracy; reviews database of missing information (maintained by Deposit Operations) for follow-up by community office, identifying and reporting trends, recommends account closures as appropriate, etc.;
    7. Monitoring and tracking high-risk customers and determines ongoing status;
    8. Reviewing Currency Transaction Reports (CTRs) completed by community office personnel for accuracy and filing; reviews daily currency reports to ensure CTRs have been completed for all reportable transactions.
    9. Reviewing and recommending for approval requests for exempt person filing to supervisor;
  3. Administers F&M Trust's OFAC compliance program by:
    1. Researching all OFAC matches, specifically including new customers identified at time of account (loan, deposit, trust, safe deposit box, etc.) or as reported electronically by F&M Trust's vendor.
    2. Reviewing all OFAC matches and making preliminary assessment of any positive/false hit and implementing OFAC's instructions if preliminary assessment provided unable to distinguish the prospective customer's identity from OFAC designee.
    3. Promptly reporting all verified positive OFAC matches and corresponding actions and OFAC notification to supervisor.
  4. Prepares reports for BSA/OFAC Officer.
  5. Assists BSA/OFAC Officer in preparing reports for Management and the Board of Directors regarding BSA and OFAC compliance generally and suspicious activity specifically.
  6. Responds to inquiries relating to his/her particular area, or to requests from customers, other bank personnel, etc., within given time frames and within established policy.
  7. Participates in various community events in order to increase the bank's visibility and strengthen relationships with the communities we serve.


An Associates Degree with an emphasis in business, business law, accounting or industry certification in anti-money laundering, fraud or financial crimes investigation is preferred or the equivalent combination of education and experience.  Continuing education required.


Work-related experience should consist of a background in general regulatory compliance and specific BSA and OFAC compliance.  Previous experience with personal computers and office equipment also required.


Must possess excellent organizational and time management skills.  Intermediate experience, knowledge in all functional activities.  General knowledge of federal banking laws and regulations; specific knowledge of BSA and OFAC, F&M Trust's policies and procedures, and products and services.  Ability to read, analyze and interpret general business periodicals, professional journals and technical procedures are required.  Intermediate math and typing skills to meet the needs of the position.  Must have the ability to deal tactfully and efficiently with fellow employees and customers.  Must be able to work at pace that ensures that established deadlines are met.  Must demonstrate proficiency in utilizing software applications and operating office equipment.
